It's the return pipe.
Not the return hose, which is made of rubber. Also not the pressure pipe, where the pressure is the highest in the system. And not the steering rack, which was already seeping a little fluid for the last 6 or so years.
No. The return pipe. Which is made of steel. And has apparently rusted through.
Only a Toyota would rust out a solid steel low pressure pipe before any of the rubber high pressure lines went. The only thing I've ever replaced in the power steering system since it was new (in 2012) is the fluid.
